wattle
A wattle are a pair of loose flaps of skin that hang from the throat of chickens and some other avian species, though it's not exclusive to birds - some other reptiles may have them. Commonly a feature in courting rituals among birds. A large saturated wattle is also considered a sign of good health among males.
